Job Summary
Job Summary

This temporary, full-time position exists to develop, manage and implement internet and social media strategies that connect current and future generations to the outdoors, for the Division of Parks and Trails. Anticipated dates are from approximately October 10th, 2016 through September 12th, 2017.

Responsibilities include:

-Develop annual and long-range work plans, with goals and targets, prepare spending plans, assign and monitor the work of others and participate in creating statewide department and division policies. Create, proctor and implement statewide department and division policies, practices and guidelines for the web. Analyze trends, needs and problems – and address them by developing program goals and objectives. Make recommendations for operational policies and practices. Develop web and social media guidelines, procedures and training – and implement training. Develop a cohesive strategy for a seamless customer experience between DNR website and contracted reservation service. Write and manage the Request For Proposals (RFP) contracts to create new mediums, in consultation with the business section. Serve as the statewide web and social media expert so that programs are innovative and engage the public around natural and cultural resources, recreation and interpretation.

-Develop annual and long-range statewide social media strategies.

-Research current best practices for web and social media; stay abreast of current trends; recommend innovative approaches to the web and social media, incorporating input from all major division program areas; work with DNR Web Team to create new and engaging designs (such as the successful fall color reports); engage outside partners and private sector web designers as needed; translate web and social media information into Spanish, as appropriate.

Qualifications
Minimum Qualifications:

A Bachelor’s degree in web marketing, internet strategy, journalism, public relations or a closely related field, with a desired minor in social or new media.

Three years of successful experience in web content management with a marketing focus, for medium to large scale business or government agency, including, for example, HTML, Content Management System, working knowledge and use of Adobe Acrobat, Photoshop and Dreamweaver applications.

Demonstrated knowledge in strategic web management, web-based marketing and use of social media tools such as Twitter and Facebook.

One year of demonstrated successful experience managing a minimum of one social media channel.

Excellent written and oral communications skills.

Thorough knowledge in use of the web to motivate users to take an action.

The ability to conduct effective project management and meet deadlines.

Excellent human relations and communications skills.

The ability to assess issues that arise and provide recommended solutions.

Preferred Qualifications:

Experience in web content management/marketing for outdoor recreation and/or natural resources.

Demonstrated knowledge of division programs to include: natural resource management of flora and fauna, cultural resource management, interpretation, outdoor recreation, operations, public water accesses and grants.

Experience with State of Minnesota purchasing and contracting requirements.

Fluency in Spanish language skills, both oral and written.

One year of budget management experience.

Experience developing policies and procedures.

Experience developing and implementing web related training.

Physical Requirements

Light Work – occasionally lifting such articles as file boxes and heavy hand tools or heavier materials with help from others and/or lifting and carrying light objects frequently. Even though the weights being lifted may only be a negligible amount, a job is in this category may require walking or standing to a significant degree or may involve sitting most of the time with a degree of pushing and pulling of arm and/or leg controls.

Additional Requirements

This position requires an unrestricted Class D Driver’s License with a clear driving record.
